Dr Reuben Moreton

Reuben Moreton is an independent adviser, trainer, and expert in forensic facial identification and biometric systems. His work focuses on the scientific validity of these systems in real-world conditions, and how they support reliable decision-making in practice.

He has over 15 years’ experience working operationally as a forensic examiner and expert witness, and has led national and international projects in areas including biometric verification, forensic validation, accreditation, and process design.

His work centres on evaluating how systems and methods perform outside controlled environments, and how variability, uncertainty, and human factors affect outcomes. This includes identifying where performance breaks down in practice, and what this means for the decisions made using these systems.

Reuben regularly provides advice, training, and expert analysis to organisations worldwide, supporting the development of reliable processes, effective oversight, and high-quality decision-making in applied settings.

His research is grounded in the psychology of expertise and decision-making in facial identification, and includes contributions to peer-reviewed publications and international guidance. His current work explores the role of artificial intelligence in forensic face examination, and how these systems can be applied in a scientifically valid way.

He also draws on experience as a technical assessor for ISO/IEC 17025, with a focus on validation, quality, and risk in applied systems.
